Azure DevOps Engineer

Location: Sacramento, CA - Hybrid only on w2

• The purpose of Work Authorization #1.0 (WA1.0) is to secure Information Technology (IT) resources to augment the team that supports the Employment Development Department’s (EDD) applications.
• The existing support team is part of IT Branch’s (ITB) Product Development Division (PDD).
• The Contractor shall provide qualified consultant(s) to assist EDD with the implementation and integration of modern development practices, tools, and platforms including, but not limited to, Microsoft GitHub, Azure DevOps, CI/CD pipelines, and associated infrastructure automation tools.
• The consultant(s) will support EDD’s efforts to enhance software development lifecycle (SDLC), improve quality assurance, ensure compliance with security policies, and enable continuous delivery of high-quality solutions.

Deliverable(s) Description

• The Contractor’s Consultant(s) shall perform services and produce deliverables under the direction of the EDD’s Management Team. Deliverables may include, but are not limited to:

• CI/CD strategy definition and implementation

• GitHub and Azure DevOps integrations

• Automation of build and deployment pipelines

• Risk and security assessments

• Monitoring and logging implementation

• Stakeholder engagement plans and training sessions

• Documentation including SSP, SAD, test plans, rollback plans, and knowledge bases

• Quality assurance and testing strategies

• Business and gap analysis

• Knowledge transfer to EDD staff

• All deliverables shall be performed in accordance with EDD/ITB standards and conventions and as directed by EDD managers.

• Project Integration Management - Support GitHub and Azure DevOps integration, define release pipelines, and develop M&O strategies

• Requirements Gathering - Conduct stakeholder interviews, perform user story mapping, create use cases and prototypes

• Release Management - Define test plans, implement defect tracking, and create rollback plans

• Risk Management - Collaborate with CSD to ensure security compliance, integrate scanning tools, and maintain a risk register

• Communication & Collaboration - Implement Jira, Confluence, and Microsoft Teams to support agile practices

• Project Scheduling - Utilize project management tools to document and track project timelines

• Resource & Workload Management - Employ Scrum/Kanban methodologies to optimize team efficiency

• Quality Assurance & Testing - Integrate quality gates, perform system testing, and develop acceptance criteria

• Business Analysis - Address production issues, perform gap analysis, and evaluate tools such as Terraform, Docker, etc.

• Knowledge Transfer - Provide documentation, training sessions, and support for sustainable solution ownership by EDD

• Unanticipated Tasks - Respond to emerging needs and changes in scope, requirements, or technology platforms
